Preheat oven to 425ºF (218ºC). Grease an 8X8 baking dish with butter.
In a large mixing bowl combine mayonnaise (1 cup), lime zest (1 1/2 tablespoons), garlic (1 clove), chili powder (1 1/2 teaspoons), salt (1/4 teaspoon), and pepper (1/4 teaspoon). Stir in the corn (32 ounces), Cotija (1 cup), and scallions (6) until evenly coated. Pour into prepared baking dish and smooth top.
Bake until heated through and browned, about 40 minutes. Garnish as desired and serve.
